SUPERVISES: Assistant Director of Technology, Network & System Administrator, A/V & Computer Systems Technicians, Student Information Systems Specialist, and Technology Support Specialists, Technology Integration Consultant
JOB GOAL:
As the leader of IT-related planning for the Town of Longmeadow municipal offices, public safety and the public school district, resources, services, and operations, the Director ensures the ongoing development of professional technical staff in a team environment to ensure a strategic approach to technology for academic, administrative, public safety (police, fire and DPW) and municipal functions. The Director is responsible for overseeing the budget and expenditures of all areas in Information Technology Services while prioritizing and promoting a culture of customer support and best practices.
PERFORMANCE:
Leadership & Vision
1.Leadership & Vision - Work closely with the school leadership team, town department heads and stakeholders to develop a shared vision with long-term, big-picture perspectives on district and municipal goals to plan for meaningful and effective uses of technology; provide leadership when creating a vision of how technology will help meet district and municipal goals.
2. Strategic Planning - Have a high-level view across the town and school system and work with instructional, municipal and technical teams to identify steps needed to transform the technology vision into a long-range plan, complete with specific goals, objectives, and action plans.
3. Ethics and Policies - Manage the creation, implementation, and enforcement of policies and educational programs relating to the social, legal, and ethical issues related to technology use throughout the district and municipal offices and modeling responsible decision-making.
Understanding the Environment
1. Instructional Focus and Professional Development - Budget, plan, and coordinate ongoing, purposeful professional development for all staff using technologies; ensure a sufficient budget through the implementation and assessment process of emerging technologies.
2. Team Building and Staffing - Play an integral role in the district and town’s strategic planning process; create and support cross-functional teams for decision-making, technology support, professional development, and other aspects of the district and town’s technology program.
3. Stakeholder Focus - Build relationships with all stakeholders, taking a close look at how the district and municipal offices determine requirements, expectations, and preferences. Understand the key factors that lead to stakeholder satisfaction, focusing on how the district and municipal offices seek knowledge, satisfaction, and loyalty of stakeholders.
Managing Technology and Support Resources
1. Information Technology - Direct, coordinate and ensure implementation of all tasks related to technical, infrastructure, standards, and integration of technology into every facet of district and municipal operations.
2. Communication Systems - Use technology to improve communication, directing and coordinating the use of e-mail, websites, web tools, voice mail systems, and other forms of communication to facilitate decision-making and to enhance effective communication with key stakeholders.
3. Business Management - Manage the budget and serve as a strong business leader who guides purchasing decisions, determines the return on investment for all technology implementations, and fosters good relationships with vendors, potential funders, and other key groups.
4. Data Management - Manage the establishment and maintenance of systems and tools for gathering, mining, integrating, and reporting data in usable and meaningful ways to produce an information culture in which data management is critical to strategic planning.
5. Cyber Security and Resilience - Manage the town's cyber security posture and resilience to ensure continuity of operations and security of the network and data.
TERMS OF EMPLOYMENT: Full Year Contract - 40-hour workweek with paid holidays, vacation, and benefits.
SALARY RANGE: Based upon Experience

Job Requirements
- QUALIFICATIONS:
1. A Bachelor’s Degree in Management Information Systems, Computer Information Systems or related discipline is required (preference may be given to candidates with a Master’s degree and graduate work in business administration).
2. A minimum of 5 years of experience in technology management, preferably in an educational or municipal environment and in progressively responsible roles.
3. Passion for technology and proven leadership, management, decision-making, and problem-solving skills.
4. Demonstrated success in meeting the complex needs of demanding end-users in an educational or municipal environment.
5. Forward thinking, visionary leadership of both people and programs. Record of creative and innovative applications of technology in education or government.
6. Extensive familiarity with Windows, Macintosh, Google Suite and mobile platforms, as well as administrative software.
7. Technical skill and experience coupled with a proven ability to diagnose and solve problems.
8. Ability to provide complex technical information in simplified form to members of the community in written and spoken form.
9. Ability to develop and lead strategic initiatives in IT that advance the organization’s mission and are consistent with its values.
10. Skills in budget preparation and management and the ability to adhere to and operate within budgetary guidelines.
11. Proven supervisory and staff development skills coupled with strong interpersonal skills and the ability to work effectively with a wide range of constituents in a diverse community.
12. Such alternatives to the above qualifications as the Superintendent, or his/her designee, may find appropriate and acceptable.

WORK ENVIRONMENT: Environmental conditions are a means of describing the physical surroundings of a worker in a specific job. This position is performed in a school setting where the environmental conditions should have no effect on how the job is performed.
